What leads to a "change of heart"?

You write, Frank K. Hoover, "Until all the nations and terrorists in the Mid-East have the change in heart needed for them to stop teaching and preaching the destruction of Israel, the Jews and the rest of the non-muslim world there will be no peace."

Oh, "the change in heart"? That's what it takes? That's what will work?

I guess Japan had "the change in heart". Hitler, too.
