Surely PKK did not kill "thousands" after 2004 and there was a cease fire till a year ago. They were some terror attacks from islamists, individual Kurdish group and even from the Army (remember Diyakabir bombing which was ordered directly from Buyukanit [1]) but PKK was not involved on any of those. PKK organised few attacks against military but not against civilian targets. PKK offered a truce and to negotiate but it was denied from the Turkish government that it's obvious that does not want to end this by starting talks with PKK. Instead it ban all Kurdish political parties like DEHAP - KADEP that had won the 7% on previous elections.
