Palestinians will negotiate only insofar as it furthers their agenda to wipe Israel from the map.
The "hope springs eternal" mindset of the current administration as a show of "good faith" before the enevitable neccessity of dealing millitarily with Ahmadinejad is, I think, the most likely explaination.
President Bush spoke volumes when he made the comment, "Israel has the right to defend herself" during the Hezbollah/Lebanon - Israel war of summer 2006.
Despite the current "patty-cake" game, the "dis-proportionate use of military force" employed by Israel against Lebanon's Hezbollah (and, unfortunatly, the children and citizens they hid behind) last summer still is the "question mark" hanging in the air.
Whatever the upcomming "negotiations" entail, motivation for compliance on the part of Palestinians will exist only if they fear the consequences of not complying.
As the Palestinian mentality now exists, not only have they no fear, they believe Israel has no right to exist.
The next time a kasan rocket is fired into Israel, it should be returned with, again, dis-proportionate military force on the part of Israel's military. That's how WWII ended. It's the only way this current conflict will end.
