Bell that cat - its meaning

Reader comment on item: Giuliani's Fresh Start
in response to reader comment: "bell that cat"?

Hi Jennifer: What I was getting at is, how many are willing to say that part of the problem of any country that is majority Muslim, part of the problem is that when a natural disaster hits, they refuse any help from Israel. As long as that is ignored, it is the same as discontinuing chemotherapy for those suffering from lung cancer. Is this clearer than mud? Also bona fides = credentials.
