Israel as no real deterrance.

Israel's enemies will and do send terrorists to the midst of Israeli cities and markets. Hamas fires its Kahassam rockets into Israeli towns, Hizbullah fired rockets into Northern Israeli cities...

Israel's response :

A massive bombardment of an empty building... or the occasional killing of a terrorist caught in action... During the last war in Lebanon, Israel gave Hizbullah a 3 day advance notice that it is going to bomb the Dachihayh (A Hizbullah stronghold in Beirut).

In terms of the middle East, Israel is not fighting back at all. It just makes a lot of noise.
