IMHO, this is not the best comparison, since the EU did not officially ban Hizbullah. In fact, they are even invited to meetings!

Just the other day Sarkozy mentioned that France theoretically considers Hizbullah to be a terrorist group, but keeps an open communication channel with them anyway.
