Democracy Can't Be Imposed?

"Democracy is not a present to offer a nation. Democracy cannot be imposed on people by dropping bombs on them. The only way to go about it is through the United Nations." Which makes me ask in response, was it American and allied bombs that turned Germany and Japan into democracies post-World War II, or was it the United Nations?
